How to Get EBT / SNAP With No Address in Boulder, CO
You do not need a permanent home to get food stamps in Colorado. Here's exactly what to do — including how to get emergency SNAP the same day you walk in.
One of the most common things I hear from people who are newly unhoused in Boulder is this: "I thought I couldn't get EBT because I don't have an address." That's wrong — and it's a piece of misinformation that's causing real people to go hungry when they don't have to.
Colorado law explicitly protects the right of people experiencing homelessness to receive SNAP benefits (food stamps, loaded on an EBT card). The system is designed to work without a permanent address. What it's not designed to do is explain itself clearly. That's what this post is for.
Step 1: Go to Boulder County DHS — In Person
The Boulder County Department of Human Services handles all SNAP/EBT applications. You need to go in person for your initial application — you cannot do this entirely online if you are experiencing homelessness and need emergency benefits.

Get there early. The office gets busy and the intake process takes time. If you arrive at 3:30 PM on a Friday, there's a real chance you won't be fully processed that day.
Step 2: Say These Words — "I Need Emergency SNAP"
This is the most important thing in this entire post. When you get to the front desk at DHS, say this out loud: "I need emergency SNAP." Or: "I need expedited food stamps."
If you have no income and very few resources, you may qualify for expedited/emergency SNAP processing, which means your benefits can be approved and available on your EBT card the same day you walk in. This is a real thing. It is not widely advertised.
Step 3: What Address to Use
This trips people up. The form will ask for an address. If you don't have one, you have options:

Step 4: What Documents to Bring (And What You Can Skip)
Bring whatever you have. But here's the key: lack of documents is not a reason to turn you away. Colorado DHS is required to help applicants obtain necessary documentation as part of the process.
Helpful to have:
- ✓Photo ID — any form, even expired. If you have no ID at all, talk to a case manager at All Roads first. They can help you get one.
- ✓Social Security Number — or just know it — you don't need to have the card.
- ✓Proof of income or no income — a statement that you have no income is acceptable. Zero is a valid number.
- ✓Your address or a usable mailing address — see above.
Step 5: After Approval — Using Your EBT Card
Once approved, your EBT card works at most grocery stores in Boulder including King Soopers, Safeway, Trader Joe's, and Whole Foods. Keeping Your Benefits Active

If your situation changes significantly (income, household size, address), you're supposed to report it. In practice, if you lose your job and were already at zero, there's nothing to report.
